Opportunity Information: Apply for DFOP0014001
The Counterproliferation Finance grant opportunity (Funding Opportunity Number DFOP0014001) is a discretionary U.S. government funding program administered by the Department of State, Bureau of International Security and Nonproliferation, under CFDA 19.901. It is offered as a cooperative agreement, which generally means the U.S. government anticipates being substantially involved in the project during implementation, not simply issuing funds and stepping back. The opportunity was created on April 19, 2024, with an original closing date of June 21, 2024, and it anticipates making one award with a maximum funding level (award ceiling) of $256,537.
The purpose of the project is to advance U.S. foreign policy and national security objectives by helping partner states strengthen their ability to prevent, detect, and respond to illicit transfers involving weapons of mass destruction (WMD), WMD-related materials, conventional arms, and dual-use items that could be diverted for military or proliferation-related purposes. A central emphasis is supporting initiatives that are more reflective of, and responsive to, the needs and perspectives of partner governments, so that strategic trade control systems not only meet international standards but also fit local contexts and can be sustained over time. In practice, this points to capacity-building work that helps countries develop practical, independent capabilities rather than relying on ad hoc external support.
The activities envisioned are broad and span bilateral, regional, and multilateral engagement with foreign governments. The project is aimed at helping establish or improve national systems to regulate transfers of sensitive items, including the policies, legal and regulatory frameworks, licensing and enforcement procedures, interagency coordination, and operational tools needed to control exports, re-exports, transshipment, and brokering. It also targets the full enforcement chain: improving the ability to detect and interdict suspicious shipments, and to investigate and prosecute illicit procurement and trafficking networks. This suggests the funded work could involve training, technical assistance, institutional development, and mechanisms that link customs, border services, export licensing authorities, law enforcement, prosecutors, and other relevant agencies.
Eligibility is relatively expansive. Domestic non-federal entities can apply, including state and local governments, federally recognized tribal governments, institutions of higher education, and nonprofit organizations. The program also allows foreign nonprofit organizations, domestic and foreign for-profit organizations (with the condition that they must waive any fee or profit), and foreign public entities, including foreign public international organizations. Overall, the opportunity is designed for organizations capable of delivering specialized counterproliferation, strategic trade controls, and enforcement capacity-building support in close coordination with the U.S. government and partner states.Apply for DFOP0014001
